The Government of India has introduced the Telecommunications (Administration of Digital Bharat Nidhi) Rules, 2024, marking the first set of regulations under the Telecommunications Act, 2023. These rules aim to enhance the management and implementation of the Digital Bharat Nidhi initiative, which replaces the Universal Service Obligation Fund from the Indian Telegraph Act, 1885. This change reflects the government's dedication to expanding digital connectivity and promoting equitable access to telecommunications services, especially in underserved regions and communities.
Union Minister Jyotiraditya Scindia emphasized that these new rules are critical in advancing India's digital connectivity and telecom self-reliance, supporting the nation's long-term vision of Viksit Bharat @2047. The Digital Bharat Nidhi will provide financial support for projects improving telecom services in remote and rural areas, ensuring that marginalized groups, including women, persons with disabilities, and economically weaker sections, benefit from enhanced digital access.
The rules establish clear guidelines for administering the initiative, including project selection, fund allocation, and criteria for implementing schemes. Key areas of focus include improving mobile and broadband services, promoting next-generation telecom technologies, enhancing telecom security, and fostering innovation through indigenous technology development. The policy also encourages startups, academic collaboration, and green technologies to strengthen India's telecom sector under the Atmanirbhar Bharat mission.
